Warming towards cold fusion


In Fusion Runs Hot and Cold, Jonah Messinger, the Breakthrough Institute's Senior Energy Analysist, provides a comprehensive overview of the state of the science of low energy nuclear reactions (LENR), a field once known as "Cold Fusion."  Although long castigated as a pseudoscience, the field has attracted a growing number of credible experts, recent DOE funding, and has produced a growing body of empirical evidence for a phenomena that is becoming increasingly understood as a third type of nuclear power.

Cold fusion has long been widely misunderstood, beginning with its flawed introduction by Martin Fleischmann and Stanley Pons, electrochemists at the University of Utah, as far back as 1989. They claimed to have induced fusion reactions of deuterium nuclei in a palladium foil by applying a current to drive electrolysis. Their electrolysis experiments—inspired by older anomalous reports of cold-fusion-like experiments in the 1920s—caused several sharp, multi-day bursts in thermal power output from their cells well above the electrical power of the input current or the total potential energy stored in the chemical bonds of the electrolyte.

There were multiple problems with Fleishmann and Pons’ work, which were revisited by Jonah Messinger, not least of which was a lack of both reproducibility and a lack of a theoretical explanation. According to this review, not five weeks after the initial claims—the field was proclaimed dead by speakers at the influential American Physical Society (APS), among which was a mocking rebuttal by Steven Koonin, then a professor of theoretical physics at Caltech—now notorious for his dismissal of climate change impacts.

Although at that time, the DOE’s panel to evaluate cold fusion opted against funding cold fusion research (despite evidence of neutron and tritium production that could not be explained), the body of scientific evidence since then has grown such that even the DOE has finally agreed to fund research. Support for nuclear power soars


Grist writes: "US support for nuclear power soars to highest level in a decade: As the country looks to decarbonize, nuclear’s popularity continues to climb." This is what Akielly Hu, Grist's News and Politics Fellow, reports following the release by Gallup of a survey that found that 55 percent of US adults support the use of nuclear power. This total is up four percentage points in a year, and "reflects the highest level of public support for nuclear energy use in electricity since 2012."

Among other findings, the survey found that Republicans are more likely to favor nuclear energy than Democrats, which partisan divide is particularly visible at the state level, with more pro-nuclear policies adopted in Republican-controlled states than left-leaning ones. Nevertheless, support for nuclear energy by Democratic is also on the rise, in part due to advances in nuclear technologies and new federal climate laws that clarify the fact that nuclear power is carbon-free energy and can help in efforts to solve climate change.

The Biden administration has identified nuclear energy as a key climate solution to achieve grid stability in a net-zero future. The administration is pushing for the deployment of advanced nuclear reactor models that improve on the safety and efficiency of traditional reactor designs. These designs will all be far more consistent and reliable than wind and solar energy, which vary depending on the weather.  The broader shift in public opinion and, in particular, Democratic opinion toward nuclear energy, is at least partially a function of strong pronuclear leadership coming from the Biden Administration and the DOE under Secretary Jennifer Granholm.

Diablo Canyon in line for $1.1B in DOE’s CNC funding


$1.1 billion in funding from the bipartisan Infrastructure Investment & Jobs Act's $6 billion Civil Nuclear Credit program has been conditionally awarded by the DOE to PG&E for use in relicensing and extending the life of Diablo Canyon, whose two reactors had been slated for retirement in 2024 and 2025.

As such, these funds will be used exactly as intended by the Federal Government's Civil Nuclear Credit program, to support “safe and reliable” carbon-free nuclear energy facilities, preserve some 1,500 high-paying jobs and reduce carbon emissions, the DOE said.

Diablo Canyon, a 2,240 MW nuclear power plant applied for the funding soon after the California Legislature voted to allow the plant to continue operating as the best way to prevent worsening grid instability, blackouts and increasing carbon emissions from expanded use of natural gas. PG&E's application, which won the support of California's governor, Gavin Newsom and his staff, passed through the first round of vetting done by the DOE on applications received.  Unfortunately, Michigan's already closed Palisades plant, despite support from Governor Gretchen Whitmer, did not receive conditional approval for funding.

“This is a critical step toward ensuring that our domestic nuclear fleet will continue providing reliable and affordable power to Americans as the nation’s largest source of clean electricity,” said U.S. Secretary of Energy Jennifer M. Granholm.

Patti Poppe, CEO of PG&E, said in a news release that the federal decision is “another very positive step forward to extend the operating life of Diablo Canyon Power Plant to ensure electrical reliability for all Californians.”

Nuclear power provides 50% of the carbon-free electricity in the U.S., but shifting energy markets and other economic factors have resulted in the early closures of 13 commercial reactors, DOE said. The plant shutdowns have led to an increase in carbon emissions, poorer air quality and the loss of thousands of high-paying jobs, the agency said.

The first Civil Nuclear Credit award cycle set as its priority reactors facing the “most imminent threat of closure,” DOE said. Applications are limited to reactors that announced intentions to shut due to economic factors. The second cycle will include reactors projected to close in the next four years.

Sec. Granholm affirms critical need for nuclear


Jennifter Granholm, the Secretary of Energy, gave a keynote speech at the start of the Annual ANS meeting this week. Her words to an audience of tens of thousand were quickly incorporated into the below graphic from the ANS. 

Additionally, last week Secretary Granholm announced the Biden Administration's goal of reducing the cost of producing clean hydrogen, which is hydrogen made with carbon-free energy sources such as renewables and nuclear energy plants.  The DOE is seeking to reduce the cost by 80%, down to $1 per kilgram within a decade. 

This is the first of several DOE initiatives to accelerated and innovate in clean energy called Energy Earthshots that are intended to help the U.S. economy reach its emissions goals.

"Clean hydrogen is a game changer," U.S. Energy Secretary Jennifer Granholm said in a statement. "It will help decarbonize high-polluting heavy-duty and industrial sectors, while delivering good-paying clean energy jobs and realizing a net-zero economy by 2050.”

Wyoming explores replacing coal with advanced nuclear


Wyoming Governor, Mark Gordon, together with a broad coalition of high-ranking federal, state and industry partners, announced that Bill Gates' advanced nuclear venture, TerraPower, selected Wyoming to be the state in which they will build and operate their advanced nuclear Natrium™ reactor, replacing a coal-fired plant at a yet-to-be-selected Rocky Mountain Power facility.

The project, with a combination of private and federal funding and supported by Wyoming's legislature, which passed HB 74, will allow the development of a first-of-a-kind, fully functioning advanced nuclear power plant that is expected to validate the design, construction and operational features of the Natrium technology and enable Wyoming, which leads the country in coal exports, to remain a leader in a form of energy best suited to replace coal.

The Governor, in his remarks, clearly sought to straddle the complexity of competing interests in Wyoming, which is home to some of the largest fossil fuel companies in the country, while announcing this "game-changing and monumental" news.

“Earlier this year, I set a goal for Wyoming to be a carbon negative state, and continue to use fossil fuels. I am not going to abandon any of our fossil fuel industry, it is absolutely essential to our state and we believe very strongly is our fastest and clearest course to being carbon negative.

I do want to say, that it is the bedrock of our economy, in many ways, and as that, it has provided us with enormous amounts of capital and money to be able to do great things with wildlife, our landscape and our environment.

But this historic announcement helps Wyoming meet the first part of that objective. Nuclear power is clearly a part of my "all of the above" strategy, for energy in Wyoming, it will be the first of a new generation of nuclear plants that are smaller, modular in design and are equipped with enhanced safety measures. This facility will also result in an overall reduction of CO2 being released in Wyoming.

The U.S. Department of Energy (DOE), awarded TerraPower $80 million in initial funding from the Advanced Reactor Demonstration Program (ARDP) to demonstrate the Natrium technology in October 2020. TerraPower signed the cooperative agreement with DOE in May 2021.

In December, 2020, Staffan Qvist, Paweł Gładysz, Łukasz Bartela and Anna Sowizdzał published at study that looked at the issue of how best to retrofit coal power plants for decarbonization in Poland.  They published their findings in Retrofit Decarbonization of Coal Power Plants—a Case Study for Poland, showing that decarbonization retrofits worked best using high-temperature small modular reactor to replace coal boilers.
